[libav-tools] h264 framerate

Hello
I'm working with raw h264 streams
I do not know how to change the framerate when playing a stream with avplay
I found no documentation about that
If I type 'avplay myvideo.264 -framerate xx' on the linux CLI, the video is always played at the same rate regardless the value of xx,
In the example below you can see that the argument of 10 fps has been correctly parsed by avplay
alban at debian764:~$ avplay alban.264 -framerate 10
