Regarding the skip_bits issue, feel free to change it to a loop, it feels a bit 
awkward to resend the patch for that and I can confirm it works.

I used the straight (size * 8) method because it's done that way in the other
SEI-related functions "decode_registered_user_data" and "ff_h264_decode_sei",
so you may want to give those a peek.
