H.265 Partial image


I am using LibAv 11.12. I have an Ip camera which works fine in H.264.
When I configure the Ip camera to work in H.265, the image is rendered 1/3 of
the screen perfectly but the other 2/3s of the screen has a green rectangle.

Attached is a sample image which shows the problem. 

If I export an AVI video clip on some players it has the same problem. On
Windows 10 media player the video looks fine.

Also, if I use another H.265 video decoder library, the image is good. This
other video decoder library is slower, for that reason I want to use LibAv.

Also, by using another IP camera vendor, the H.265 image works fine. 

It seems that there is something wrong in LibAv 11.12 HEVC decoder. I tried
LibAV 12.3 but shows the same problem.
