Maybe this has been reported already here but I can't find exact error message
in the bug lists so please point me to the thread if this is a repetition.

The issue is; we are pulling an RTSP source into avconv with the video
transcoder set to libx264. The source is 3Mbps and is being transcoded to
multiple lower bitrates e.g. 500k, 1000k, 1500k. All the resulting output has a
portion (in the bottom of the image) with blocky or bad image. In the avconv
console, it shows an error which is something like this; 
[h264 @ 0x26a89c0] cabac decode of qscale diff failed at 28 37
[h264 @ 0x26a89c0] error while decoding MB 28 37, bytestream –1

I have experienced similar error like this also in the past, which results to
some damage portions of the image. This error only happens on some input, some
input does not exhibit the problem at all.

Could there be any work-around that can be done to circumvent such problem?
