Using this command, the file is not being cut to the required duration (seems
like bug with duration calculation), the same command executed with ffmpeg
gives correct duration results. Have noted that this bug is present for more
than 3 months.

avconv version v12_dev0-2591-gd12b5b2, Copyright (c) 2000-2016 the Libav
developers
  built on Apr  9 2016 20:50:04 with gcc 4.8.3 (Gentoo 4.8.3 p1.1, pie-0.5.9)

Command:
avconv -ss start_time -t duration -i input_file.mp4 -c:v copy -c:a copy
output_file.mp4

If you want to cut a video from (20:33) 1233 seconds to (29:22) 1762 seconds
the duration is 1762 - 1233 = 529 seconds:
avconv -ss 1233 -t 529 -i input_file.mp4 -c:v copy -c:a copy output_file.mp4
The result video file duration will be 1762 instead of 529.
