I have re-installed libav by compiling the port locally.  Previously, I was
using a version from the binary package.  The behavior has now changed.

Now, using the "-f mpegts" force, avconv is also able to extract the ps's from
the ts.

So the problem, now, is merely that libav is failing to autodetect the mpegts
format for this input.

This appears to also be a problem in ffmpeg.  Their ticket is here:
