This is a regression since 6ec688e1

The problem is due to mp3 frames that are spread across multiple audio packets 
in the source file.

6ec688e1 removes AVSTREAM_PARSE_FULL from need_parsing for audio, except in a
very specific scenario.  So the audio packets are no longer reassembled into
complete frames.

Note that this is also a problem for matroska files that have been encoded the
same way with mp3 frames spread across multiple packets. I don't know off hand
what either spec says about audio frames crossing packet boundaries, but
several other players handle this situation (e.g. vlc, mpc, firefox, chrome).
