Hi,

I am working on a open source communication system: ring.cx
We use H263 codec because lot of SIP phone use only this codec. We see
systematic video artifacts using H263P encoder.

I reproduce it using avconv (on V11 and master)

<pre>
avconv -v debug -f video4linux2 -input_format yuyv422 -s 1280x720  -r 10 -i
/dev/video0 -vcodec h263p out.mkv
</pre>

I even try to check on previous version as it works fine using ffmpeg.

On tag v.0.8 both ffmpeg and avconv tool were used. I am able to have it work
without artifacts using ffmpeg command while Avconv fails.

It looks like this is an encoding issue probably due to missing/wrong parameter
but I am struggling to find what is wrong in the code.

Did someone encounter this issue ?
