I've got an AVC footage that demonstrates this consistently. I've discovered
this once I switched from ffmpeg to libav following the Gentoo distro. 



I transcoded using -ss 167 -t 10 -s 1280x720 -r 24000/1001 -vb 60000k -threads
2 -vcodec dnxhd -acodec copy (same args for avconv and ffmepg).


the original footage is 35 MB. the transcoded 10 secs are 73 MB each (ffmpeg
and avconv). I attach the problematic frame (from avconv) and matching frame
from the original.


Please advise which the video files you need (original, avconv, ffmpeg).
