It says:

"‘-ss position (input/output)’
When used as an input option (before -i), seeks in this input file to position.
Note the in most formats it is not possible to seek exactly, so avconv will
seek to the closest seek point before position. When transcoding and
‘-accurate_seek’ is enabled (the default), this extra segment between the seek
point and position will be decoded and discarded.
"

So the expected behavior of both the following commands is to do an accurate
seek:


avconv -ss 00:00:42.500 -i bart.flv -acodec mp3 -vcodec libx264 bart2.mov
=> does not do accurate seek. It seeks the closest seek point before position.

avconv -ss 00:00:42.500 -accurate_seek -i bart.flv -acodec mp3 -vcodec libx264
bart2.mov
=> issues an error:
Unrecognized option 'accurate_seek'.
