I was a little too fast. It looks the option parsing got fixed between 0.8 and
9. The option '-target ntsc-dvd' sets the frame rate correctly to 30000/1001
and -r 29.97 sets it then to 2997/100 in avconv/9 while the -r 29.97 had no
effect in ffmpeg/0.8.

Just dropping the -r 29.97 from the command line will fix it.

Closing this as invalid since we did the ffmpeg -> avconv transition explicitly
to allow changes in behaviour.
