With the file from https://bugzilla.libav.org/show_bug.cgi?id=567 the asf
demuxer assembles fragmented audio packets incorrectly. The audio frame of 8917
bytes spans three asf packets. After seeking they are assembled in the form
n+1,n+1,n instead of n,n,n.

I suspect the asf packet with the last fragment is read first after seeking and
the packet is then linearly completed by the next two asf packets belonging to
the next audio frame.
