[libav-api] Linking errors with mingw

Order matters here, libraries must appears in the order of dependency. lavf
depends on lavc, lavfi on sws and lavr, everything depends on lavu. That means
that -lavcodec must be after -lavformat, -lavutil must be last, etc.
